Alcohol and Substance Misuse Harm Reduction

Alcohol Harm Reduction Thematic Group

This group will focus on the reduction of harm caused by alcohol to individuals, families and communities in County Durham while ensuring that people are able to enjoy alcohol responsibly. Sub-groups have also been developed to implement and monitor the Alcohol Harm Reduction Strategy in relation to Prevention, Control and Treatment.

Drug Harm Reduction Group

This group will focus on the reduction of harm caused by drug misuse to individuals, families and communities in County Durham. The group will focus on prevention, reducing supply and treatment interventions throughout the Criminal Justice System.

Priorities

Our long term priorities are to:

  • Reduce the harm caused by alcohol to individuals, families and communities in County Durham while ensuring that people are able to enjoy alcohol responsibly
  • Reduce the harm caused to individuals from Class A drugs and other substances and work with agencies around the crime associated with the supply of these substances

Achievements

The Partnership has tackled the problem of alcohol misuse by addressing three elements: Control, Prevention and Treatment.

A pilot for delivering brief interventions in police custody areas provided the opportunity for those under the influence of alcohol to access support services.

The Durham City Best Bar None scheme won the award for Most Innovative Best Bar None scheme in the Country. The scheme provided a significant contribution to the 87% fall in violent crime.

Over 300 test purchases were carried out on off-licensed premises, providing a clear message about selling alcohol to those who are under-age.

263 schools in the County have quality assessed drug and alcohol policies and have achieved the minimum standards set out in the Healthy Schools criteria. 53 schools have engaged in achieving the Enhanced Healthy Schools status.

Alcohol Brief Intervention workers have been introduced across the County to provide early intervention work with young people at risk of alcohol related harm.

A young people’s substance misuse service has been re-launched as 4Real. This is a free and confidential service which offers support to young people and their families and helps them move on in their lives.

The County Durham Drug & Alcohol Action Team (DAAT) has been developing more opportunities for people with substance misuse to receive appropriate care. The number of drug users in effective treatment has increased by 17% during the life of the previous Partnership Plan.

The DAAT has also replaced three treatment centres ensuring that all premises are fit for purpose and provide a high quality caring environment.

Pathways into treatment within the Community Alcohol Service (CAS) have been developed and adopted. This means people now have direct access to alcohol treatment either through the criminal justice system, within a hospital or a primary care setting.
