Vulnerability Thematic Group
A vulnerability group has been set up to identify ways in which the responsible authorities, through multi agency working, can effectively respond to, and better protect, those vulnerable individuals and communities at most risk of serious harm.
It is recognised that there are strong links and overlaps with other thematic groups, domestic abuse, alcohol harm reduction and reducing re-offending groups in particular.
Priorities
Our long term priorities are to:
- Improve the safety of victims and children who witness and experience domestic abuse and to reduce repeat incidents of domestic violence
- Improved support available to victims of hate crime
- Improved support available to victims of sexual violence
- Improve the resilience of high risk groups to burglary and domestic fire
Achievements
The Safe Durham Partnership has put in place a thematic group which has ensured that it can effectively respond to, and better protect, those vulnerable individuals and communities that are most at risk of serious harm.
The Partnership is committed to preventing crimes against vulnerable people, but where they do occur it will provide them with support. We will also take strong enforcement action against perpetrators.
The repeat rate of domestic violence for cases subject to the Multi-Agency Risk Assessment Conference (MARAC) process is low in County Durham.
Reducing repeat victimisation for high risk cases is a key role for the Safe Durham Partnership which has ensured that MARAC has been implemented across all of County Durham.
The Partnership is committed to creating a culture where domestic abuse victims have the information and confidence to ask for help.
Its success in helping to give people that confidence has resulted in significant numbers of victims receiving support and advice from the outreach and refuge services. A Potentially Dangerous Persons Protocol has been adopted to protect the public from perpetrators of serious violent crimes.
The Partnership has developed an Honour Based Violence and Forced Marriage Policy and guidance which means a consistent approach will be adopted by agencies when dealing with such cases.
A Hate Crime Action Plan has been developed and this will contribute to the Partnership tackling the issue with a view to encouraging reporting; improving responses to reported incidents and improving support to victims.
A protocol has been developed to reduce fire fatalities which aims to facilitate referrals to the fire service by staff from other agencies.
