CDEP works through a partnership structure with representation from a range of sectors and key stakeholders within the County plus representatives from Government Agencies.
The Partnership was restructured in January 2007 to strengthen its strategic leadership role. The Partnership has appointed an independent Chair, Ken Jarrold CBE, formally Chief Executive of the County Durham and Tees Valley Strategic Health Authority. Ken chairs the Board, which comprises of sectoral representatives and is charged with the overall strategic direction of the Partnership. Below this sits the Officer Delegated Group, tasked with operational management of the Partnership, and the Senior Advisory Panel, which provides the Board with advice on strategic issues and other matters. Seven thematic Groups support these. Four of these are Working Groups, charged with developing and managing activity within their thematic areas. These are:
- Business and Enterprise Working Group
- Economic Regeneration Working Group
- Physical Development Working Group
- Learning and Skills Working Group
In addition, County Durham Area Tourism Partnership, while not a Working Group, assumes these same responsibilities on behalf of the Economic Partnership.
Alongside these Working Groups, the Partnership has established Advisory Groups, to address issues cutting across the work areas of the other groups.

This partnership structure is supported by a team of staff, the Partnership Secretariat. Durham County Council, as the Accountable Body, employs the Secretariat to serve the Partnership.
